Il faut dire les choses clairement : l'État haïtien, depuis au moins la fin de l'occupation américaine en 1934, n'a pas subi la dépendance étrangère comme un malheur tombé du ciel. Il l'a cultivée, négociée, parfois sollicitée, comme instrument de survie d'une oligarchie qui a toujours eu plus peur de son propre peuple que de l'ingérence extérieure.
Ce n'est pas une défaillance de l'État. C'est sa logique profonde.
