Le Collectif des CFEFiens conteste la création de l’Université Publique de l’Ouest et interpelle le MENFP
Selon une note officielle rendue publique par le Collectif des CFEFiens (Co-CFEF), dont la rédaction du quotidien Le National a obtenu copie, le syndicat exprime de sérieuses réserves techniques, juridiques et politiques autour de la circulaire ministérielle du 15 mai 2026 portant création de l’Université Publique de l’Ouest (UPO).
Adressée au ministre de l’Éducation nationale et de la Formation professionnelle, Vijonet DÉMÉRO, cette lettre ouverte dénonce notamment l’intégration annoncée du Centre de Formation pour l’École Fondamentale (CFEF), de l’École Nationale de Géologie Appliquée (ENGA) et de l’École Nationale Supérieure de Technologie (ENST) dans la nouvelle structure universitaire.
Dans ce document signé par le président du Co-CFEF, Cédoine Felixma, le syndicat reconnaît néanmoins que « la création de l’Université Publique de l’Ouest peut constituer une avancée importante pour le renforcement de l’enseignement supérieur public dans le département de l’Ouest ». Toutefois, les signataires estiment qu’une telle réforme ne saurait se faire au détriment de l’identité historique et pédagogique du CFEF.
« Le CFEF n’étant pas une école ordinaire constitue la principale institution publique spécialisée dans la formation initiale des enseignants de l’École fondamentale en Haïti », souligne la note, insistant sur la nécessité de préserver « l’autonomie académique du CFEF » ainsi que « la continuité de sa mission historique ».
Sur le terrain juridique, le collectif remet en cause la validité même de la circulaire ministérielle. Selon les auteurs de la correspondance, « une circulaire ministérielle ne peut généralement pas remplacer une décision ministérielle », rappelant qu’« un acte administratif de portée inférieure ne peut ni abroger, ni modifier, ni remplacer un acte de portée supérieure ».
Joint par la rédaction du quotidien Le National, le numéro un du comité dirigeant du Co-CFEF Cédoine Felixma affirme que « cette réforme aurait dû être précédée d’une véritable consultation nationale avec les enseignants, les étudiants et les diplômés concernés ». Celui-ci déplore également « une démarche précipitée » qui, selon lui, risque « d’alimenter la méfiance et l’instabilité institutionnelle ».
Dans sa lettre, le collectif estime que la circulaire « ne fait mention d’aucune référence normative précise autorisant une modification du statut juridique du CFEF », ce qui renforcerait « les interrogations relatives à sa légalité et à sa validité juridique ».
D’un point de vue politique, les responsables du Co-CFEF dénoncent une décision perçue dans l’opinion publique comme imposée « a gwo ponyèt », sans transparence suffisante ni processus participatif.
En guise de propositions, le collectif recommande notamment l’organisation d’une large consultation avec les acteurs du CFEF, la publication des bases juridiques de la réforme, ainsi qu’une garantie formelle de l’autonomie académique et administrative de l’institution.
« Le Centre de Formation pour l’École Fondamentale représente un patrimoine stratégique de l’État haïtien », conclut la note, appelant les autorités à « une révision de cette démarche afin que le CFEF soit traité avec le respect institutionnel qu’il mérite ».
