Haïti-Elections : le CEP tient le rythme !
Le Conseil électoral provisoire (CEP) semble avoir pris sa vitesse de croisière. Après la publication du calendrier électoral et l’adoption du budget ainsi que du décret électoral, l’institution poursuit le processus d’enregistrement des groupements politiques. Les inscriptions pour les regroupements sont prévues du 10 au 14 août 2026. Parallèlement, l’inscription des électeurs est déjà lancée dans dix Centres d’inscription et de vote (CIV) situés à Pétion-Ville, Delmas et Tabarre.
Les grandes échéances du calendrier
Selon le calendrier électoral, le premier tour des élections présidentielles et législatives est fixé au 13 décembre 2026. Le second tour se tiendra le 21 février 2027, combiné aux élections territoriales, tandis que la publication des résultats définitifs est attendue pour le 7 mars 2027. Les opérations d’enregistrement ont déjà été débutées depuis le 20 juillet dans les chefs-lieux départementaux ainsi que dans le département de l’Ouest.
Le CEP a prolongé jusqu’au 6 août 2026 le délai accordé aux groupements politiques pour former des alliances. La liste définitive des groupements agréés sera publiée le 8 août, tandis que la période d’enregistrement des regroupements reste fixée du 10 au 14 août. À ce jour, dix-sept groupements politiques ont été enregistrés, regroupant 227 partis sur les 316 agréés.
Au-delà des formalités administratives, l’enjeu est majeur. Offrir au peuple haïtien la possibilité d’élire un gouvernement légitime, capable de rétablir l’État de droit et de lutter contre les réseaux de gangs. La réussite du processus électoral est étroitement liée à la sécurité et à la relance économique. Un gouvernement stable doit permettre aux entreprises de fonctionner, créer des emplois pour les jeunes et réduire l’emprise des groupes armés.
Toutefois, la tenue d'élections doit fournir aux futures autorités le mandat légitime nécessaire pour rétablir l'état de droit, lutter plus efficacement contre les réseaux de gangs qui posent une menace existentielle au pays. Il existe un lien étroit entre la réussite de ce processus politique et la sécurité.
Si la force de répression internationale, la police nationale et les FAd’H travaillent sur la sécurité à court terme, la stabilité durable ne peut être atteinte que par le progrès démocratique. Les autorités doivent redoubler d’efforts pour assurer la sécurité sur tout le territoire du pays.
Le CEP rappelle que la réussite de ce calendrier dépend du rétablissement d’un climat sécuritaire acceptable et de la mobilisation des ressources financières nécessaires. L’institution réaffirme son engagement à conduire le processus électoral de manière inclusive et impartiale, dans le respect des principes d’indépendance, de transparence et d’intégrité démocratique.
