Haïti : le gouvernement ajuste le salaire minimum à 1 000 gourdes dans le secteur de la sous-traitance
Sous l’impulsion du Premier ministre Alix Didier Fils-Aimé, le gouvernement a procédé à un ajustement du salaire minimum, désormais fixé à 1 000 gourdes. Cette annonce a été faite le lundi 4 mai 2026 par le ministre de l’Économie et des Finances, Serge Gabriel Collin, qui présente cette mesure comme un impératif de justice sociale et une réponse au bien-être des familles haïtiennes.
Aux côtés de la ministre de la Planification et de la Coopération externe, Sandra Paulemon, de la ministre a.i. des Affaires sociales et du Travail, ainsi que du directeur général du FAES, Kesner Romilus, le ministre du MEF, Serge Gabriel Collin a souligné que cette décision illustre la volonté du gouvernement de répondre avec responsabilité aux attentes des travailleurs, considérés comme des acteurs essentiels de la relance économique nationale.
Le salaire minimum applicable aux ouvriers du secteur de la sous-traitance est fixé à 1 000 gourdes par jour, avec une extension progressive aux autres segments, dans un souci d’équilibre et de soutenabilité.
Par ailleurs, Dominique St-Éloi, coordonnateur général de la Centrale nationale des ouvriers haïtiens (CNOHA), rappelle que les travailleurs réclamaient initialement 3 000 gourdes comme salaire minimum. Il reconnaît avoir accepté des compromis graduels par secteur sous la pression du patronat, mais prévient que les mobilisations pourraient reprendre dans les mois à venir pour exiger un salaire plus élevé. Selon lui, un seuil intermédiaire de 1500 gourdes pourrait constituer une étape acceptable.
De surcroît, il détaille également les nouveaux barèmes obtenus pour diverses catégories professionnelles : Agents de sécurité et autres (Segment F), leur salaire est passé de 615 gourdes à 925 gourdes, soit une augmentation de 50 % obtenue grâce à la pression des syndicats. Pour le personnel de maison, hôtels et restaurants (Segment E) : le salaire proposé et adopté est de 500 gourdes, contre 350 gourdes auparavant. Autres segments notamment le segment G, le CSS voit le salaire passer de 615 à 900 gourdes. Pour le segment C, le salaire est passé de 540 à 760 gourdes.
Pour le segment A, bien que les ouvriers estiment que 1 000 gourdes ne suffisent pas pour se nourrir convenablement, ce montant a été retenu, représentant une hausse par rapport aux 900 gourdes initialement proposés par le Conseil Supérieur des Salaires (CSS).
Ces ajustements interviennent dans un contexte d’inflation galopante, marqué par la hausse des prix du carburant et des frais de scolarité. Les syndicats considèrent ces avancées comme une étape, mais affirment que la lutte se poursuivra afin d’atteindre leur objectif, qui n’est autre de trouver un salaire plus ou moins acceptable.
Toutefois, le gouvernement, conscient du rôle stratégique du secteur privé dans la création d’emplois et de richesses, a également engagé des discussions sur la réduction du coût de l’énergie. À compter de janvier 2027, le tarif de l’électricité dans la zone du Parc Caracol passera de 30 à 21 centimes par kilowatt. Cette mesure, concertée avec les partenaires économiques, vise à améliorer l’accessibilité des services essentiels, notamment pour les populations vulnérables.
Par ailleurs, une enveloppe de 625 millions de gourdes sera mobilisée pour les cinq derniers mois de l’exercice fiscal 2025-2026 afin de soutenir directement les ouvriers.
Cette intervention traduit, selon l’Exécutif, son engagement en faveur de la protection sociale, du pouvoir d’achat et de la création d’un environnement propice à l’investissement et à la croissance. Sous l’impulsion du Premier ministre, l’action gouvernementale demeure orientée vers la stabilité, la cohésion sociale et la préservation de la dignité des foyers haïtiens.
