Haïti : l’économie toujours paralysée par la crise socio-politique et sécuritaire
La Banque de la République d’Haïti (BRH) a présenté son rapport sur la politique monétaire du premier trimestre de l’exercice fiscal 2025-2026. À cet effet, à travers ce document, l’institution dresse un tableau contrasté de la résilience des grandes économies mondiales d’un côté, aggravation des fragilités internes en Haïti de l’autre.
Selon les perspectives du FMI publiées en janvier 2026, la croissance mondiale devrait être légèrement supérieure aux prévisions initiales, portée par les investissements technologiques et l’assouplissement des conditions financières. Toutefois, l’inflation demeure au-dessus des cibles fixées par les autorités monétaires.
En Haïti, l’économie reste paralysée par la crise socio-politique et sécuritaire. L’année 2025 marque une septième année consécutive de croissance négative, aggravée par l’ouragan Melissa qui a dévasté le Grand Sud en octobre, détruisant des milliers d’habitations et d’infrastructures agricoles.
Outre de cela, le secteur textile, principal pourvoyeur d’emplois, a vu ses effectifs chuter de plus de 1 300 travailleurs en un an, tandis que l’industrie d’assemblage attend toujours la réactivation des avantages de la loi HOPE/HELP. Ces chocs ont accentué l’insécurité alimentaire, confirmée par les analyses du réseau FEWSNET, qui classent plusieurs zones urbaines et sites de déplacés internes en phase d’urgence (IPC 4).
Alors que les exportations sont en baisse de 4,85 % (114,72 M$ US), affectées par la contraction du textile. Les importations sont en hausse de 4,57 % (1,24 Md$ US) avec un déficit commercial élargi à 1,12 Md$ US. De l’autre côté, les transferts de la diaspora est en forte progression (+10,5 %), contribuant à une légère appréciation de la gourde (130,62 HTG pour 1 $ US en décembre 2025).
Malgré ces difficultés, une tendance désinflationniste s’est amorcée fin 2025. L’inflation annuelle est passée de 31,9 % en septembre à 25 % en décembre, puis à 23,5 % en janvier 2026, grâce à l’appréciation de la gourde et à la baisse des prix internationaux des produits de base.
Sur le plan budgétaire, les recettes publiques ont progressé de 10,9 % au dernier trimestre 2025, mais restent insuffisantes pour couvrir des dépenses en forte hausse (+42,4 %). Le déficit a été partiellement financé par des avances de la BRH.
À ces fragilités internes s’ajoutent les tensions géopolitiques mondiales, notamment le conflit au Moyen-Orient et le blocage du détroit d’Ormuz, qui menacent de faire grimper les prix de l’énergie et des matières premières. Pour Haïti, fortement dépendante des importations pétrolières, cette situation pourrait compromettre la tendance à la désinflation.
Par ailleurs, la prolongation du statut de protection temporaire (TPS) des migrants haïtiens aux États-Unis et l’extension de la loi HOPE/HELP jusqu’en décembre 2026 constituent toutefois des facteurs favorables, susceptibles de soutenir l’offre de devises et de limiter la volatilité du taux de change.
