Sohacep et INDDESC dénoncent des conditions alarmantes des détenus dans des centres carcéraux 

La Société haïtienne de criminologie et d’études pénales (Sohacep), en collaboration avec l’Institut national pour la défense des droits économiques, sociaux et culturels (INDDESC), a présenté ce vendredi 13 février 2026 un rapport accablant sur la situation des détenus dans des centres carcéraux de la région métropolitaine de Port-au-Prince. Ces deux organisations spécialisées dans la défense des droits humains constatent une détérioration dramatique des conditions de vie des prisonniers.  

Luckner Édouard, président de la Sohacep, dénonce une crise humanitaire marquée par une surpopulation extrême. Des cellules prévues pour environ dix personnes en accueillent parfois plus d’une centaine. Cette inspection faite à Delmas et Pétion-Ville révèle également une absence criante de suivi judiciaire. De nombreux détenus, y compris des mineurs, restent incarcérés pendant des années sans jamais comparaître devant un juge. Les conditions sanitaires sont jugées déplorables, provoquant des infections chroniques chez une majorité de femmes incarcérées.  

À Delmas 33, certaines cellules conçues pour 10 à 15 personnes hébergent entre 110 et 127 détenus. Sur 93 mineurs recensés, seuls quatre ont été libérés après avoir vu un juge. Selon le rapport présenté, 90 % des femmes incarcérées souffrent d’infections vaginales et urinaires chroniques.
